Chief executive of the commission, David Behan, stated that finances are not the only reason why many institutions that were able to offer good care in the past have suffered from austerity measures that ruined their care. He explained that the most important component of the report is the gap that it displays between the financial climate and the poor care. Behan stated that many of the issues were caused by staff shortages, but also cited other staff issues such as when the staff was poorly made use of or poorly trained. He added that some staff members treat their patients more like a to-do list instead of as individual people. He went on to explain that it is a large challenge to figure out how to provide high quality care while the complexity of care continues to increase. Health Secretary, Jeremy Hunt, stated that managers that allow poor care to continue in their home should be removed from their positions and fired because there is no excuse for this type of care.
